Ministry of Economic Affairs

The Ministry of Trade & Industry, which was subsequently renamed as Ministry of Economic Affairs was established in 1967. Initially, known as the Ministry of Trade, Commerce and Industry, it was established as a full-fledged Ministry in 1968 under the reign of the third Druk Gyalpo His Majesty King Jigme Dorji Wangchuck, and renamed as the Ministry of Trade, Industry and Forests. Presently beside the inclusion of the Power & Mining Sector it has been officially designated as the Ministry of Economic Affairs from October 17th 2007. The Ministry of Economic Affairs comprises of four technical Departments namely, the Departments of Trade, Industry, Energy and Geology and Mines besides the four service Divisions namely the Policy and Planning, Administration and Finance, Human Resource and Intellectual Property. The Ministry also has an Internal Audit Unit and six Regional Offices in Thimphu, Phuntsholing, Gelephu, Trongsa, Mongar and Samdrup Jongkhar. The total manpower in the Ministry, as of 31st August 2009, are five hundred and nineteen. Last Update 31st August, 2009.

In the 28th session of the National Assembly held on the 24th day of the third month of the Earth Monkey Year corresponding to 20th May 1968, National Assembly, because of increasing number of development activities felt the necessity to form a council of Ministers and accordingly resolved to appoint late Lyonpo Tamji Jagar as the first Home Minister (Kidu Lyonpo) in 1968.

Ministry of Works and Human Settlement

During the re-structuring of the Royal Government, on ” Enhancing Good Governance – Promoting Efficiency, Transparency and Accountability” in 1999, a number of recommendations emerged. One recommendation was to restructure the Ministry of Communications and a new Ministry for Construction later named as Ministry of Works & Human Settlement be established. Accordingly, the Ministry of Works and Human Settlement was established in 2003.Today, the ministry has two departments, Departments of Roads and the Department of Urban Development and Engineering Services functioning under the ministry.

Ministry of Information and Communications

In July 2003, the Ministry of Communications was bifurcated to form two Ministries- the Ministry of Information and Communications and the Ministry of Works and Human Settlements. The creation of a new Ministry of Information and Communications was aimed at tapping the potential of rapid development in the ICT field and to also give greater attention to the development of media, transport and civil aviation sector.

Ministry of Foreign Affiars

The Royal Government of Bhutan established the Development Ministry in 1968, which was a precursor to the institution of the Department of Foreign Affairs in 1970 and subsequent up gradation to a full-fledged ministry in 1972.

Bhutan has established diplomatic relations with 21 countries and the European Union.

Ministry of Agriculture and Forests

The Ministry of Agriculture and Forests was established in April 1985 in His Majesty’s Secretariat in April 1985. Dasho Leki Dorji, Secretary to His Majesty’s Secretariat, was the head of the newly established ministry. The newly established ministry was detached from His Majesty’s Secretariat in 1986 and moved to its present offices. Leki Dorji continued as the Secretary of the ministry.
The latest restructuring which occurred in 2009 has merged the forestry sector to rename the Ministry as the Ministry of Agriculture and Forests (MoAF) and the Department of Forests as Department of Forest and Park Services (DoFPS). The Agriculture Marketing Service has been upgraded as Department of Agriculture and Marketing Cooperatives (DAMC) and moved the office to lower Motithang. The CoRRB has been restructured as a council taking away all the research centers from CoRRB and put under the respective departments. In 2010 the Druk Seed Corporation has been take up by the Ministry and renamed as National Seed Programme and placed under the Department of Agriculture.
