A two-year project agreement was signed between the RGOB and the SDC/Helvetas, Switzerland, on 13 April 1985 to undertake the feasibility study of developing the institute. On 17 July 1989, a decision was taken to construct the CNR at Lobesa as a SDC/Helvetas assisted project. The Project was executed under two sub-projects namely Construction Project (BH-20) and Training Project (BH-30). The total financial outlay was Nu. 119.2 million. As envisaged in the project document, RGoB contribution was 11% for the construction project and 31% for training project. The work on construction started since 1989 and in 1992 CNR became functional and started its course for the first batch of diploma trainees who finally graduated in 1995. Although the CNR was inaugurated and formally handed over to RGoB on 11 November 1994, construction activities continued till 1996 when one of the last staff quarters was completed.

The new Teachers’ training Center academic campus at Nangkha was inaugurated by Her Majesty the Queen Ashi Dorji Wangmo Wangchuk on 18 November 1999. In July 2000, the royal government approved the change of its nomenclature to the National Institute of Education because of its added responsibility for school curriculum and the creation of research center.

The college offers courses in Bachelor in education mainly in humanities. It awards the Bachelor in Education Degree to candidates upon completion of the 8-months apprenticeship and 3 -year regular training courses.

The college observes its Foundation Day on 4 November, to commemorate its initial inauguration in 1975.

Samtse College of Education is one of the premier institutions of learning in the country, which provides training to Primary and Secondary teachers. It is also the center for a number of in-service programmes conducted during winter breaks.

With the introduction of the Bachelor of Education (B.Ed) Secondary programme in 1983, the erstwhile TTI was renamed the National Institute of Education (NIE). After becoming a member college of the Royal University of Bhutan on June 2nd 2003, the NIE was once more renamed Samtse College of Education.
