National ISBN Agency for Bhutan

The Centre for Bhutan Studies is designated by the Royal Government of Bhutan as the ISBN Agency for Bhutan. ISBN Agency is responsible for promoting International Standard Book Numbering. Allocating of ISBNs to Bhutan’s Publishers is a free service undertaken by Pal Drug Zhibjug Tewa to promote bibliographic standardization of Bhutan’s Publishing output.

Allocation of Publisher Prefixes to each Publisher – Commercial, Governmental and Non-Governmental, and Private, validation of ISBNs, Maintenance of Master Files and Registers, and Provision of individual ISBNs upon request are the main functions of the ISBN Agency.

Tourism Council of Bhutan

The tourism industry in Bhutan is relatively young having been initiated only in 1974 at the time of the coronation of the fourth King. The industry totally operated by the government initially, in response to changing operational requirements was first corporatized in 1983 and finally with the privatisation initiative of the government, privatised towards the end of 1991. The government took up the facilitating and regulatory role with the establishment of the Tourism Authority of Bhutan (TAB). The TAB was restructured and renamed the Department of Tourism under the Ministry of Trade and Industry. In 2008, realizing the importance of a multi-sectoral approach towards tourism development, the Department of Tourism was granted autonomy under the chairmanship of the Prime Minister and renamed the Tourism Council of Bhutan.

Dzongkha Development Commission

The Dzongkha Development Commission is the leading institute in the country for the advancement of Dzongkha, the national language of Bhutan. It is an independent organisation established by the Fourth King of Bhutan, His Majesty the King Jigme Singye Wangchuk, in 1986.

Royal Institute of Management

The Royal Institute of Management (RIM), established as the country’s apex management training institute, has been mandated to “impart, promote and improve professional knowledge and skills in management and public administration in both public as well as private sector in the nation.” The institute was established in 1986 and was incorporated as an autonomous institute in 1990 under the Royal Charter with a Board of Directors as its governing authority.

Royal Civil Service Commission

The Department of Manpower, a precursor to the Royal Civil Service Commission was established in 1973. As the civil service administration became more complex due to rapid social economic development activities, the Royal Government recognized the need to further strengthen the central personnel agency with clear mandates. Thus the Royal Civil Service Commission was established in June 1982 under the Royal Charter.

Office of the Attorney General

The Office of the Attorney General is the legal arm of the executive branch of the Royal Government of Bhutan. It was first established as the Office of Legal Affairs in 1999 on the recommendation of the Special Task Force on Enhancing Good Governance

National Statistcs Bureau (NSB)

As development activities progressed in the country the demand for reliable and timely socio economics data also increased. It was in 1971, during the formulation of the 3rd Five Year Plan, that a statistical cell was established within the then Ministry of Development to cater to the planning data needs. Later in 1979 the cell was expanded and upgraded to a divisional status within the Planning Commission and was called the Centeral Statistical Office (CSO).

In order for the organization to perform more independently the CSO was detached from the Planning Commission Secretariat and was given an autonomy status and was designated as the National Statistics Bureau (NSB).

National Commission for Women and Children

The National Commission for Women and Children was approved by the RGoB on 29th Jan. 2004 and was launched by the Hon’ble Prime Minister on the 6th of May 2004.

National Environment Commission (NEC)

The National Environment Commission is a high-level autonomous agency of the Royal Government of Bhutan and is mandated to look after all issues related to environment in Bhutan. Its high-level commission ensures that it will have the authority to call for assistance it will need from other government bodies. The Commission also monitors the impact of development on the environment and aims to put in place the necessary controls, regulations and incentives to the private/public sectors to achieve sustainable development through the judicious use of natural resources. The coordination of inter-sectoral programmes, the implementation of policies and legislation with regard to the environment is also another important mandate of the Commission.

National Assembly of Bhutan

With the increase in the functional responsibilities of the National Assembly, a separate Secretariat was established in 1973 in pursuance of Resolution No.6 of the Lhengyel Zhungtshog held on 26th February 1973.
The Secretariat is the primary support arm of the National Assembly. It provides professional, technical and administrative support services to the National Assembly’s multifarious activities under the direct responsibility of the Secretary.
